Form V317, for use in the transfer of Cherished Car Registrations and Number Plates
Form V317 is the form provided by the DVLA when applying to transfer a registration number between two vehicles or applying to retain a registration.
There used to be a separate form V778/1 to retain a car registration but now one form is used for both types of transfer.
The applicant must be the registered keeper of the vehicle which is donating it's registration number to the recipient vehicle, the form must be signed by both registered keepers.
In the case of retention the applicant can specify a third party to be Grantee and/or Nominee. The Grantee would then become the person with full rights to that registration whereas the Nominee only has restricted rights.
The fee for retention is currently 105 pounds while car to car is 80 pounds. In the case of retention the addition of a nominee is free, after retention this costs 25 pounds.
